Q: The product description has a warning for a choking hazzard, what exactly is the samll parts on this that would be a hazard?

I can't think of a choking hazard related to this product, unless the kid filled the underside of the cone with grapes and tipped it into their mouths. That's really stretching it.

they are not hard plastic......but i consider them sturdy. They would hold up in a strong breeze...but probably a hard wind wouldn't be great.

Q: How are these any better than buying a package of red solo cups for a toddler to play with?

Well, it is up to you. You can use solo cups but these are larger, more colorful, and work well for obstacle courses, etc. They stack for easy storage.
