The HE510C only comes with the green dot. The red dot is the HS510C (non Elite).

Q: What type of mount does it use?

It comes with a QD(Quick Detach) mount. It fits the Picatinny rail, also known as a MIL-STD-1913 rail.

Q: The red dor can be exported for other countrys? I need some certifica-te?

Let other countries come up with there own technology.

Q: Will this fit on a Ruger 22/45 Tac-lite 22lr pistol?

I don't own a 10/22 nor a 22/45 Ruger but my guess is that it will be on the big side. This sight is excellent, I've personally have it on Two AR's and they do everything a sight twice as expensive does in any gun range and or hog hunting trip. I tell ya... they work!
