Q: Can you get the sticky refills?

I wouldn't think so. If mine loses its sticky I just give it a rinse and air dry it and it's good to go again.

I'm not sure I understand what putting craft made flowers on means so I'll give you as much information as I can for you to decide for yourself. The tool has two parts: a chisel end for manipulating tiny items and a pen-like, sticky end that you twist and squeeze out a tiny amount of what looks and feels like 'blutack' to pick up and transfer tiny items. I use it for transferring and manipulating tiny embellishments onto my craft projects.

Q: Should this have ‘sticky’ stuff in the barrel? Mine is empty

I thought the barrel should of had sticky stuff in to but apparently not. It's just in the lower part of the pen. Hope this helps.

Q: so...this pen lifts up ....so do you use tweezers to release and set in position?

Sometimes I have to use tweezers to release, most times you can just push down and release without having to hold whatever your picking up. I use mine for cardmaking and am mainly picking up sequins or small paper cut outs and I find it very helpful.
