What is the circumference when expanded to the largest size?

I couldn't measure the circumference very well. But my husband has a BIG head and it fit him. I have a small head and it was a bit too big for me.

Could this fit to someone with huge head ?

I would say yes. It has an elastic along the band. My hat size is 7 3/8 (59) and it fits fine. Also, the quality is excellent. I’m very pleased with this purchase.

how tall is the bottom band on the hat? (I would like to add a logo)

This was bought as a Christmas gift; therefore, I do not have it in my possession. As I recall and looking at the picture, there is room for a logo on the hat.
