What's the difference between the pwm and the pwm pst version?

PST means you can daisy-chain multiple fans on the same header, not that I can see any need for it myself.

Why are they more than double the price that scan sell them for on there website,£5.99 . Yet they sell em here for double ?

Simple, because sellers on Amazon have expensive fees to pay to sell items and that has to be added to the final cost of the item.

Will the p14 pwm fans come with screws to mount them to a case?
