Q: Will this work for 18” inch ring light or no?

I used this lamp on my desk lamp with magnifier. Worked ok . Not sure how you measured the 18 inches. Lamp is approximately 8 inches in diameter.

Q: Does this bulb come with a plug or is it hard wired? i want to use it as an led ring behind my vanity mirror.

It is not an LED, it's a fluorescent bulb. It has a standard four-pin connector that must plug into a receiving fluorescent fixture. If you don't already have the fixture, this bulb isn't going to work for you.

Q: I am using this for photography - not for home installment. How would I "plug in" the light for my purposes? It is unclear in the description/picture!

This bulb is only compatible with a certain type of receptacle. I believe there should be a 2 or 3 hole female plug near the interior of where the bulb would attach (the male attachment is also on the interior of the bulb). Unless you're replacing a similar bulb in a previously existing receptacle, I wouldn't recommend this bulb as it's unlike most other "screw-in" bulbs.
