Is this a switch or a router? I have a 750, was looking to get a more robust unit...

This device is a switch with all of the router features. I own this and a 951 I love both. They have the same feature set software wise but the crs109 has the ability to use hardware switching which is faster than software switching. Highly recommend

Can this handle 4 ssids with each ssid getting a vlan tag and then the ports being vlan tagged the same way so that it can serve 8 wifi networks8

I think it can. 95% it can. Mikrotik is a pretty flexible with that.

Does the wireless have wps? if so, is it able to be completely turned off?

It is available and can be turned of within the router configuration

Is this device capable of providing poe to ip cameras and waps? on any port? i see specs say poe in but not sure what that means.

Miktotik has a product that can supply power to PoE devices but unfortunately this devices does not. It is an awesome router as is most of their product line.
