It will fit on too the standard rifle sling stud which the Ruger Charger has. Yes!

Does the stud on this actually swivel or is it fixed?

It really goes over the gun's own swivel stud and gives you a Piccatiny to install whatever accesories you need. In my case, a bipod. And, it let the original swivel stud's eyelet free, so you still can put your sling back.

What is the distance from the stud center to the end without the rails?

Looks like right at 3/4” to me.
