Does this look matte look when it sets? Also, am I able to restyle it throughout the day?

The answer to both of your questions is no. This is a good product but it acts like a gel. If you want something that you can re-style and looks matte then get the cement Clay by Layrite it is a good product. If you want something that will keep your hair flat and will do anything you wanted to get this product. But I must warn you it is like a gel again.
