Where is best place to connect white ground wire ring terminal? is it okay to attach to any metal nut/bolt e. g. license plate bolt.

It would be best to attach it directly to the trailer. You can do that with a self tapping metal screw. However, it should also work by attaching it to the license plate bolt if it has a good connection to the trailer
