I am looking for sticky velcro for a service dog vests & harnesses, I can't sew. Will these withstand the heavy use, moving a lot, and being outside?

No. I would not recommend this for heavy wear unless you can sew it on. I washed it in cold water once and it came off.

for replacing buttons, on which side of the shirt does the hook piece go?

Shouldn't make any difference, but hook would generally be on the top

Looking to replace worn out cheap velcro on my knee brace straps. Will this stick to the fabric and hold firmly? Thanks in advance!

I used for baby bib closure so not sure if it will hold a knee brace....sorry. Use a different type of adhesive to hold it on like gorilla glue.

Is it machine washable?

Mine survived several visits to the washer with only the effect of getting some lint on the grooves. Let it set for at least a day first but still going strong for me.
