I can't seem to figure out how to attach the strap. Does anyone have instructions?

Really? Just put one end of the cord through the top slot, run the other end through the looped end. If you're trying to push the plastic knob through the hole, you're doing it wrong. Use the other end. It's a big loop, DON'T cut it or untie it.

can it hold a passport

Not the small one Scott. Mine is just large enough to hold credit cards and drivers' license with about a 1/4 inch to spare at the top (if the cards are standing "on end". Useable space is about 4 inches by 4 inches. They may have larger ones though.... I was specifically looking for something that could go in a pare of swim trunks so we didn't have to leave things on the beach. By the way, it's still holding up and hubby uses it now more than he does his wallet!

does it keep the water out

I was in the water for about 4 hours (including snorkeling). My stuff in the dry pak was dry.

Would a thin 4.5" phone fit in this?

i don't think so. anything bigger than a c.c. won't fit.
