i can use this for victory cross country tour ?

The aluminum frame bikes (cross bikes, vision, magnum) have an air filter with a "tab" along the top that bolts down to the airbox. The steel frame (Jackpot, Hammer, Gunner etc) bikes don't have this tab on their air filter, so without having tried myself, I'd have to say no.

will this filter fit a 2014 Cross Country Tour

It should, I have never looked at a cross country tour, but I do have a vegas 8 ball and it fits great and I really enjoy it! It definitely provides more air flow.
