Can router bits this cheap actually be any good? Can any say how long they have lasted or are all these buyers just casual users?

I am a novice with the router. The bits have been good for me, but have not use them enough to gage how sharp they stay. I would get them again.

What surfaces can these bits used on ?

The router bit can be used on wood surface and plastic surface mostly , and different bits have different function . I think 12pcs bits is enough to home DIY. Not suitable for processing non-wood materials such as metal and stone

I don't see a Rabbeting bit included, but several reviews seem to suggest they are able to get accurate rabbets. Can someone help me understand?

There is no rabbeting bit. You would need to use one of the straight router bits and a straightedge or edge guide.
