how is this different from a rust converter

It is not different. It IS rust converter. Extend is the Loctite brand name for its rust converter.

My frame has tiny spotted/speckled rust areas. Will this product still adhere okay with paint inbetween the many rust spots?

It worked fine for me and I had a similar situation. If the area is not too big, you could just sandpaper it, then put the loctite stuff on and paint it later.

The description says it's an aerosol, but the picture looks like a bottle. Which is it?

Judith,The Locktite product that I have purchased are the small bottles with applicator brushes for delicate work. I have no experience with the 235285 product. I would say just by looking at the picture that it is not an aerosol. I hope you find a definite answer from someone who has actually purchased the Henkel 235285 product. Good luck! The product which I use (small bottle with applicator brush does a good job.
