Mine haven't. They snug up slightly if dried in the dryer, but it's not like they shrink. After wearing they are back to normal in a few minutes.

Yes these shorts run big at the waist. I ordered a size 38 which is what I normally wear and they were way too big so I dropped down to a size 36 and they fit. Dropping down 2 sizes might be too much.

Do these stretch in the waist enough to make a 38 fit a 40 inch waist? Other Wranglers I have in a 40 that stretch are actually to big!

Yes. Based on my experience with the jeans, I think the will stretch from 38" to 40".

On the size chart, what does size 30 mean opposed to 30 regular?

I’m not positive but i bought the size 36 and my waist size is probably a little bigger than 36. The shorts still fit comfortably. Hope this helps.
