Yes, there is an opening on the front of the lid that lines up with the bottom of the cooler (in the location of the bottle opener) that you could insert a lock.

where can I get the correct replacement plug for my 45qt cooler?

put that cooler in the trash as soon as possible. the worst cooler ever. I am not surprised you are looking for a new plug

Does the 25 quart have a drain?

No. On the images provided, there is a parts sheet for the 45qt/65qt models, which have drains. The 25qt doesn't and the manufacturer needs to make this VERY clear in the description and put the 45/65qt parts list with the 45/65qt models.
