What is the difference the black b39 and the black-wired b39?

The Black-Wired B39 has a cord so you can attach it away from the Cigarette lighter The other one plugs directly into the Lighter

Just purchase this and the numbers are blinking red. Anyone know why?

There are 2 reasons it starts blinking #1 because the voltage reads below 11.4 which means the car battery(s) are needing to be charged, or #2 when voltage gets too high it blinking b/c the voltage is too much for it to handle and the fuse is about to blow.

Does the 2 usb port provide 3.1a max current per each port? i want to check if both ports provide fast charging to phones. thanks

1 port is 1a the other is 2.1a for a TOTAL of 3.1a Looking at the specs printed on the device they sent me.
