A: no the lighter is not filled .

**Q: Is the design etched/embossed in or is it painted on? If painted, does it rub off after a while when used on a regular basis?**
A: This one is painted on, I bought the other one same style but its lazer etched. It is awesome!

**Q: Will this Lighter will be allowed in checkin baggage in the International flights**
A: it's come empty and sealed, but can not confirm they will allow it

**Q: Does the lighter come with the insert or does it have to be purchased separately?**
A: If by insert you mean the lighter itself as opposed the the hinged shell, then yes it does.  If that is not what you mean I cannot think of what else would be an insert
