is this permanent on glass?

It is not. In order to work on glass it would need to be mixed 50/50 ratio with our Americana Multi Purpose Sealer. Our Americana Gloss Enamels or Americana Multi Surface Satins products work on glass.

Do these have a matt finish?

I bought these paints for acrylic pourings. I wouldn't say they are a matte because I have matte acrylics and don't particularly like them because they are too matte. The American acrylic paints don't have a glossy finish but dry to a nice finish. I think they would work nicely if you are painting with them. DecoArt has really nice paints for acrylic paintings but at half the cost of the professional acrylic paints which I have also used. I hope this helps.

絵の具の使い心地と色は満足しています。一つ少量使いたい時にボトル口からだとうまく調整できないので、ボトルに絵の具の量がわかる覗きラインがあるとか、ボトル口を工夫があると良いなと思います。
