does it come with instructions

it's self explanatory it doesn't need instruction. it's 40 feet of straight track what would you need for instructions?

Can these tracks bend?

Yes, they do bend and are compatible with all other Hot Wheels products.

Can these straight tracks be bent to make a slope or ramp to drive down?

These tracks are flexable. Gradients up and down work well. Curves, I can not say. The only issue is the connecters. They have a unique lock/release button, that doesn't allow them to be used with the other tracks we have. The tracks can be used with our old tracks as long as we use old connectors.
