when and how to plant this seed? Do I need to get rid of existing lawn and weed? Any requirement for the soil?

Articles I found on Google recommend you plant in spring right after the last frost. For most areas that's around the end of May. I was going to plow up my whole lawn too, but turned out all I needed to do was dethatch it and plant the clover and waterly gently at first every day until the seeds germinated--and wow did they grow fast! And it did not overtake the grass, but it did great choking out weeds! The articles recommend you also plant again just before the first snow in the late fall (before it frosts).

Is this clover a good cover plant over the winter to prepare the soil for use for planting vegetables in the spring? Companion plants?

If one were going to grow clover in your garden area say for a year to build nitrogen in the soil then destroy the clover by digging it out and plant your garden in that space that might work. Clover is a grass and can take over an area. Clover won't grow in the winter in most areas. Mustard, Beans and legumes also add nitrogen to the soil and the area they resided in the previous year can be switched over to other vegetables, crop rotation.

Would this grow in zone 8 where the days can hit 110 degrees and the winter can get to zero?

Yes, I would and I do. Grows great.

How to get shrubs to grow faster?

Clover is not a shrub. It will grow about six of so inches high. Mine began to come up within ten days. It was full in three weeks if I remember correctly.
