What is different about using this outliner vs. using regular Pebeo 160 black paint?

For me, it is just a matter of preference. If you want your work to look like stained glass - use black. I'm more interested in a different effect.

Can this be used on candles?

This can not be used for candles because the paint has to heat set in order to adhere to the surface it is painted on.

My glass is 5 feet long so it cannot be baked. Can I seal this with some sort of clear coat instead of baking?

I'm guessing if your glass is 5 feet long, it will not be something tis not a project that will be used for "consumption", such as a drinking glass. I believe people bake their projects if it's something that will be used/washed several times. I do paintings on glass and never bake it. I don't use anything to coat it either since Windex has caused damage so am scared to try anything. I have paintings that are 6 years old and still look perfect.

If used on window glass, will it break in the oven?

I wouldn't think so, because it is only baked at 250 or 275 degrees. I can put vases in my kiln all the way up to cone 22 which is very very hot.
