Is this like laminate sheeting?

Kind of but you don't need a laminator, it's like sticky backed plastic. Clear plastic that has one sticky side. Perfect for covering books etc.

Would this be good for covering the pages in books so that a white board pen can be used on the pages and then wiped off again?

I never thought about this use, but pay attention if you would like to remove it one day cause it sticks enough to remove bits of paper when picked away.

Please advise if this laminate can be used on windows

I honestly would not think it as proper for windows. It barely sticks to plain paper, it has a basic performance.

Will I be able to peel it off at a later date if I need to?

You will be lucky if it stays on !!! But, in all fairness it was cheap.
