Can this be used to support sculpty clay models & wire armatures; while i model the clay? & if so,would i need to buy extra parts to accomplish this?

Yes you can do this. You could so with something to screw into the model/armature you intend to sculpt. The stud is M3. The Anibild website has some brass bosses that you could use for this - similar to the Anibild One basic armature kit (or just consider one of these too).

Is this available in any other sizes for heavier puppets?

We also send a jumbo rig with much larger 12mm joints.

Does this kit come with pieces just for the base/rig only, or will it also include parts for the figure that attaches?

This kit is for stabilizing an armature rig. The character armatures are all sold separately. But, once you assemble this kit, it will connect to the armature.

What kinds of tip can be used to support a 1/6 scale Phicen puppet?

Hello, you would need a secure point within your puppet. The easiest soultion is to use similar to human hand and rest the puppet onto a rig arm. All manor of connecting parts are avialble from the company website.
