No I think it hassome typeofclutch in it it's just like the plasticones but lookslike a keyless

Don't think so. I wouldn't trust it to hold lower than 1/8 to be honest.

Can this work for a 39/64 drill bit?

The chuck shows capacity of 1.5 to 10 mm. Therefore 39/64 is way too big.
