Is this gun powerful?

You can vary power by number of strokes you use to pump it up. I found entirely adequate for pest control. I would not try it on anything much larger than a rabbit.

Why wont you ship 22 to central California? The manufacturer does and other air gun websites.

I'm in central Cali. You can get the American classic 22 shipped to Central Cali. I have the 1.77 version. Going to get the 22 soon.

Is there a shoulder stock add on for this? Or would the daisy 1399 fit?

That is incorrect. With minimal modification a crosman shoulder stock will bolt right up. Not flush with the front of the strikepoint frame. But is an absolute must have mod for this gun.
