Why can’t it be shipped to California?

California has strict laws on what plants it will admit and which it will not. The reason is that it is a major agricultural state and already has a lot of problems with disease and pest insects. I don't know what issues air plants specifically have. If Amazon can't tell you, your department of natural resources (or whatever name it has in your state) should be able to explain.

Will these survive the cold if I order them with normal shipping and I live in Ohio?

I live in Maryland and it's not as cold here sometimes in the winter, but I put mine in the south face window and they doing well. One is is really red.

what does the B stand for?

The B seems to refer to the collection. Many assortments are listed. More importantly my assortment arrived quickly and in excellent condition.
