NO that is not what this tape is designed to do. Think of this as more higher voltage electrical tape for 30a plus. It is also good for places that vibration could cut into normal electrical tape (i.e. rubbing in a utility box) It is also commonly used to wrap several wires together and zip tie the group As far as water leak in a pipe it might hold long enough to get it repaired but was not made for this purpose.
