Is this a clear nail varnish?

No its a proper white like on french polish tips . Hope this helps

Description says: "...seal with a top coat." features & details + product info says: "• no topcoat ...needed." confusing

Personally I don't use a top coat, I use this in between gel polishes to give my nails a bit of a rest. It lasts as well as a normal nail polish (few days) but I do a lot of manual work and I do have a parrot who likes to chew on my nails 😅 so you might get longer than me

Does this allow water to get to the nail?

It allows air to get to the nail. I damaged my nails with UV and they are now recovering nicely with the use of this varnish. Good cover and chip resistant with about 3 coats. I do think water must get through too but doesn't retract from the coverage.
