I need something in my office to block out distrracting noises, but not totally block everything. Would these be suitable?

That's exactly what I use them for, but they can become uncomfortable after long periods of time. They're a little heavy, and they squeeze your head to stay on. You may be happier with a lighter model with a headband instead of the tensioned metal band. They don't block out all sound, they just greatly muffle it. You can also wear earbud style headphones under these to play music if you need total sound isolation.

Can I wear ear buds under them

There is space,but not sure how much. I wear the headset when mowing. They keep the sound down, but you might have to have the earbuds pretty loud anyway which might not be so good for your hearing
