It should do. Quartz is hard so it’s worth a try.

Will this come with a Certificate of Conformity?

No - it just comes all nicely packed as stuff does from Amazon, but with no supporting paperwork. There is however a website address on the bottle from the manufacturer/supplier so following the link may well take you to the required certification.

can this be use to glue PET? is it clear?

No. MEK will glue polystyrene extremely well, and is the best glue for this. However, MEK will not affect most other types of plastic, as it relies on dissolving the surface layer.
