Would these straps work for a small backpack?

I think it depends on the kinda way you want to use it. If the backpack has attachments for the clips it would work perfect

What is the shortest length this adjusts too? The photo states 39.76 inches, but the description states 43 inches.

From tip of clip to tip of clip measures 41 inches on shortest and 50 inches on longest, again this is from tip of clip to clip. I love it made very well.
