can it be used on upvc door?

This was to replace an existing one. My door is a composite one but if you can fit a cat flap in a uPVC door I'm sure you could fit this

What tool would I need to install this?

Unscrew the eye piece measure the size of the barrel allow 1 or 2 mm for clearance and use either a flat bit or auger, drill from one side of the door until drill point comes out on other side, then drill from that side. Hope that helps.

Will this spy hole fit inside a traditional door knocker? My existing spy hole that is located in the door knows we seems to be missing a part

Length of the spy hole should be not less than the door thickness
