Are these clothes storage bags made from breathable and mildew-proof fabric?

The storage bags are made from high quality, odorless layers of non-woven fabric that is breathable and water resistant.

What do I do if I ordered the option for 3 bags, and only 2 were sent?

It should of came with 3 pack not 2 pack. Check what options that you picked.

Can paper files be stored in these? containers

I have not used mine for this purpose but they are sturdy and very attractive and I'm sure would accomodate files that you may want to store or keep handy.

Can this non woven fabric really keep mildew and dust away?

That I do not know. I keep mine inside with linens.
