ladies hybrid bicycle mudguards?

They would fit as long as your bike has clearance and the correct frame and fork mounts.

what size is best for 28 inch wheel?

Mine are 28 and yes these fit nicely, on the front ones I had to bend the support rod to accommodate my fork design, I don't have the standard nut wholes next to the main wheel nuts.

Do these have a white stripe on? Or is it just reflection in the photo? Would like white stripe to be visible in traffic!

There are a couple of faint lines running along the guards but I wouldn’t say they were white an certainly not to be replied upon as any sort of protective reflection. I doubt they can be seen by traffic. They are excellent mudguards though, very sturdy and for me much better than the previous ones I had.
