if the strap is 3.2cm wide, does it fit?

You can use them to strap flashlights, kydex sheaths, and other smaller items fit perfect. You can get pretty creative with them

Is this elastic wrap large enough to hold a compact umbrella against a backpack?

My compact umbrella has a diameter of approximately 2 inches. It will fit fine. I would use 2 or 3 to keep umbrella secure.

Would this be appropriate to secure a tripod to molle backpack?

Depends on the size of the tripod, I use mine to secure a gorilla tripod with no problem.
