I just received mine from this seller. But it was not in the original Ryobi packaging. Does this indicate the product is refurbished/returned?

Not at all. Alot of sellers will buy large kits, then sell the components separately. I would highly imagine that the battery is brand new.

Does this fit the one+ p460 rotary tool?

All Ryobi One+ batteries and tools are interchangeable. It doesn't matter if it's NiCad or lithium or; battery capacity. The only thing that matters, is using the correct chemistry charger for the specific battery type.
