Does this help easily remove difficult to remove solder from pcb pad/joint?

Yes, although liquid flux might be easier. Generally I add flux, heat the bad joint and then flow new solder into it. Then I simply reheat the joint again and remove the solder as normal. Hope that helps!

the manufacturers website says it's not.

Can this be used for soldering copper pies

I would say NO. In my engineering days, we used a flux powder mixed with water and painted it onto the copper based metal to be soldered. I think now they use a silver type solder, no lead. This flux is used on soldering wires.
