Can this light be used to safely apply emulsion to a silkscreen?

Hi, yes I use this light to create a dark room for applying emulsion to silk screens. It produces a very low amount of light so won’t help you see that well but gives me enough light to get the job done.

Can I safely expose 35mm film with this light and not damage the roll? Thanks!

Yes, as long as it's orthochromatic film ( Black/White ) Do not use if you're developing Panchromatic film ( Colour )

What is the wattage of this light? Can I plag it in the bathroom's shaver socket?

It is 15 watts. It comes with a 3 pin U.K. plug. If you changed the plug to one that fits a shaver socket then it should work fine.
