Can the safety edge be removed from the mouse portion of the desk?

Yes - looks like you just need a hex key.

Can I leave the base to the side of the chair and rotate the top to go over the chair?

Yes The top on this one does rotate

Would this work for someone who mouses left-handed?

It would not work well for left-handed. The bumpers on the bottom are configured for right-hand. You could keep the two sides level with each other and go leftie, but that might not be easy to do. The screw-locks loosen up fairly easily and any pressure on one side will push them unevenly.
