Can I use the tape to secure my face mask so my safety goggles don’t steam up?

I bought this excellent product to use after surgery. It has very good adhesive but caused me no problems with my skin as I am hypersensitive. I would imagine using it on your face would be OK. As for using it to secure your mask, I would think it would work. The main thing about this product is its use for hypersensitive skin. It's excellent. I would buy it for its main qualities.

Does it stretch? I need a non stretch one to secure a drain tube?

I bought this rape after surgery on my leg. It is an excellent product. No stretch and great for sensitive skin like myself.

Can the plastic tape holder part detach from the tape without being unrolled? (Just looking for a tape holder to prevent the sides of tape sticking).

Never tried that, if I need 3 or 4 pieces I cut them first and attach them to something to be able to use them more easily. Not sure this helps you though.
