Will algae grow with just this product, light, and saltwater?

Assuming you’re adding a heater too, yes

My sandbed is 1”. Is it okay to add this to an established tank with fish/coral?

I really don't recommend it. It will cloud the tank severely and leave a powdery covering on everything.

Will this really cycle a new tank instantly? Seems too good to be true.

Nothing, I repeat nothing cycles a tank instantly This will help kickstart a cycle but requires an ammonia source and time.

Do you have to add anything else to tap water to make this fish safe?

As long as you don’t have any live stock you can just add tap water I would personally use dechlorinated water
