Does this product support the QuickCharge system for 9v / 12v which is so popular now?

No, it can't. Quick charge works by the smartphone telling a suitable charger to increase it's output voltage above the 5V USB standard. As this device disconnects the data lines the the smartphone can't negotiate with the charger.

I need to run my garmin sat nav via a usb.......new cars font always have a 12 volt point. Will this allow me to charge and use my sat nav.

This will not convert from a round 12V socket to a USB outlet. There are plenty of suitable chargers out there. I have a Garmin specific one that has an outlet for the SatNav and a second high capacity one especially for iPhones. There are loads of other options out there. Tip is to check how much space you have as some (like the the Garmin one I have) are quite tall and/or wide.

My car doesn't allow me to charge my phone via usb and use bluetooth to play music at the same time. will this product allow me to do so?

This USB plug only provides a "power" connection, NOT "data" I use it with a Dashcam, which, if connected to data connections, will not video, only transfer video data to another device, similarly with an old Satnav, which when connected to the normal power/data USB, assumes connection to a computer, not a power supply. I works the same as if you plug into the "cigar lighter" socket. As I understand it, the mobile phone should connect to "Bluetooth" even when charging.

Can i use this with my android phone

Yes, it plugs into the USB end. It only allows the charging circuit to be used. Blocks access to your phone through charging port. Ideal if using charging points in public places.
