A: Yes, it can. I always wash it as it is my "hamper."

**Q: If I put water soaked clothes in it, will the water leak out?**
A: i put my clothes in it when they come out of the washer to take them to laundromat to dry and they are wet,nothing leaks through.

**Q: where was this bag mass produced?**
A: I looked at both of mine - inside / outside / along the seems but no tags.  Sorry.

**Q: I have a folding 4 wheel cart 18.5x15.5x23.5 I haul groceries from my car & haul 2 loads of laundry to the laundry room. Can I use this as a liner?**
A: I use mine as liner in my hamper at work. Works wonderful.
