Q: I keep my house cold. Im looking for lights to help keep my Plant's inside alive?

I would suggest that you look up each plant to see what is the lowest temp they can tolerate. If your house is too cold your plants may not survive even if using a grow light

Q: How long will the lights last? Are there replacement tubes available?

I’m not sure. I have had mine for a little over a year. Still going strong.

Q: Can you use this as a reading light?

I think the pink light would drive you crazy

Q: do you have to turn the light on manually every time you use it

No. I turn it on & press the button for how many hours I want it to be on. Comes on the same time automatically every day & turns off after the #of hours has passed. The only time I have had to reset it is if the electricity goes off in a storm.
