Is it Retractable / click in out?

No. It is a silicone sleeve that goes on your existing pencil. The eraser part makes it so you CANNOT charge the pencil on your device, and it must be removed to charge.

What is the purpose/function of the eraser like rubber at the top? I am neither able to erase nor able to use it like a soft touchscreen stylus.

It is just got decorative purposes. It can’t be utilized as a soft touchscreen stylist.
