Q: Will this fit peak design v3 standard plate?

Your device could be used on our ball head as long as it has a 3/8" standard screw interface

Q: Is the quick release plate the same as the Manfrotto RC2 plate?

It's the Arca Swiss type, which is fairly universal but best check if Manfrotto use it or if they have a bespoke type.

Q: Will this fit the k&f tm2624l 70inch compact tripod

If your tripod tops with a 3/8" 16 tpi screw, yes. If your tripod tops with a 1/4" 20 tpi screw, you will need a 3/8" insert. Mine is fitted to a Manfrotto 190 Pro. Heavier tripods deserve heavier ball heads, eg. Vanguard ALTA BH-250. Should your tripod be fitted with something like a Muk Yan Jong, you may have problems. Rgds.
