Can my chickens eat this or should they have the split maize ?

Yes ,chickens can eat whole maize.My chickens are a bit spoilt so they get a variety of mash, pellets,mixed corn ,dried worms and now maize plus food scraps .Im no chicken expert, but my chucks seem very happy.

Would it germinate if planted in the ground

I haven't tried to grow them and don't know whether they have been treated to stop them from germinating, so I really do not know. I could try soaking some in water for a while to see if they do germinate and then post an updated reply.

Would you soak this before using it for a carp feeder

Definately!--soak it for 24hrs,-then boil it for half-1 hr. Sometimes I boil it first & let it stand & it swells up. I use barley too for my fish,-same boiling method for this.
