My guess would be yes it does because that would be a selling point if it was brushless. I can say that it's a great dryer and blower. Powerful enough to blow out a very thick coat. I really like it

Is this going to be good enough for 4H livestock at fairs? I want one that will do cattle, sheep, goats and pigs.

I don't think it's up to livestock sized animals.

Does this come with a stand?

No stand, but it does have very sturdy legs to keep it stable. Won't wobble or slide around.
